It's horses for courses. The majority of solicitors are most effective at ground level. Who better to deal with all these litigants in person clogging up the lower courts than solicitor-judges? Putting complicated law and procedure into lay terms is a skill. Meanwhile, Higher Court judges and barristers have an altogether different skill set and are generally very good at what they do. It is only those solicitors who have racked up considerable solicitor-advocate experience in the Higher Courts that would be suitable for appointment in my view.
