They gave in! But they have to pay their bills so its understandable. Put up with low pay or retrain as many solicitors have since the demise of the legal aid system (a system much abused in the past ). To be fair the demise of the system has taken many years to get to this level. Remember legal aid franchising? I called it the thin end of the wedge and moved away from legal aid in the early days. I've noticed there are substantial changes to the way we work every 5 years or so. Adapt to survive as Darwin would say.
