So, as a qualified solicitor (but working in-house for the last 21 years so no practising certificate), I could retire from my current job, set up at home and offer e.g. property services/conveyancing without having to have full PII, publish my prices or maintain a separate client account? I can presumably do a few webinars here and there and then complete a declaration that I have done appropriate training and reflected on the outcomes, which meet the requirements of my business?

I suppose it'll take a couple of messed up conveyancing transactions or defrauded probate estates before the public wake up to the lack of safeguards and opt to go back to a qualified (and regulated) solicitor/practice.
