My understanding is that the IFB are a bunch of ex-police on the insurers' payroll to investigate fraud.

As to scrutiny who knows, the whole system of databases and information sharing behind the insurers feels like the wild west sometimes. Presumably there is a "system" but I'm not sure as a civilian how it all gels with GDPR. Presumably it is all caught by the Sch2 DPA 2018 exemptions, but secret databases which may have inaccurate info on them (of course I would say that wouldn't I because I'm a fraudster!) do not really seem in the spirit of the regulation.
