Perhaps I am being ignorant but I cannot see how HMG are going to be able to monitor whether savings are passed on. The cynic in me wonders whether it will figure on the renewal, 'This is your £35 reduction for Civil Liability Act'. One will save more than that by shopping around at their renewal date.

Quite frankly it is utter drivel. Savings will not be passed on and what difference really would it make a a sub 25 year old living in London when their premium will be in the thousands? It is all clearly about protecting consumers from dodgy fraudsters and they 'supposedly' will get back enough for a slap up meal in a chain restaurant (without wine). Of course the £190 million windfall for insurers has nothing to do with it.

I have been through more 'cost saving' reforms than I care to remember and none of them have produced savings in real terms on the cost of car insurance. Why should this time being any different? Oh no wait, HMG are going to ensure it happens........well that is alright then. Just look at their successes in Brexit, the NHS, the benefits system, housing etc.. Phew, I am suitably reassured.
