Anon 13.16 The thumbs down was me. I hit the wrong button - sorry -blame it on the weather and a good [in retirement] lunch.

You hit the nail on the head. There is only one overall provider of justice, which is a pyramid of three, or two, layers - if there is a two layered pyramid. But you know what I mean.

Present, and recently past, governments have simply failed to understand this. Justice has become a commodity like ice cream or caviar.

Jenni Russell wrote a good piece in today’s Times. Read it if possible.
