How does the unfortunate instance of one person lead one to headlines about this being rife? My experience of working in a large City firm in the 1990s is that it was a socially-dull place, full of careful, slightly-nerdy people who wouldn't have said boo to a goose in a sexual context. There was one partner who was a pest; everyone know who he was; but to characterise everyone as being like him is a startling distortion of reality.
