Very good points on ramping up.

But, what do you pt in place of the 'proportionality test' then Guy?

When I became a Trainee, The Green Book still referred to Scale 1 and Scale 2 Costs. I never understood these as it was 1995 and the regime changed so quickly. Were they holistic 'unit' costs?

Why did this change? I did read the synopsis of the Woolf Report and Also the Middleton Report in the LAG Bulletin. But it didn't refer I recall to why the change was necessary

Why was it necessary? Why didn't they just prescribe costs for 'steps' in proceedings?
