I think you either misunderstand how whiplash manifests itself and affects people, or that you are being entirely disingenuous and spouting nonsense to suit your argument.

"Most" don't receive treatment at the scene of an accident, because "most" don't require emergency medical treatment from paramedics at the scene of a car accident that occurs under 20mph. To suggest that everyone in a car accident who doesn't call upon the emergency services is making a fraudulent claim is clearly a nonsense.
