Might it perhaps have something to do with VW already having settled with US owners and in the process paid several billions of dollars?

This is not just a bandwagon. This is a fur-lined, gold-plated, galushat-inlaid, mother of pear-handled, ocean-going bandwagon, and the wine list is magnificent!
