I see the article has been amended after my comments on 5 October 2018 @ 13:33. It still doesn't make sense though as the definition of a COLP in the Authorisation Rules means, in relaton to a licensable body, its HOLP and so being an ABS has no bearing whatsoever on the ability to operate without a COLP (i.e. it still needs one). This would have taken the author less than 2 minutes to check rather than simply repeating some nonsense. Poor.
