Agree with Anon @ 09:29. These proposals were very unpopular last year, and are a tax on death. The cost to administrate a probate application [for the Courts] is the same regardless of the estate value. I doubt very much if the bulk of the revue gained from this proposed increase would be siphoned into the online probate system - it's more likely that it will be used to shore up the wider court service.

Applicants in a divorce were hit with a huge increase in petition fees a few years ago, in an effort to increase Court service revenue. Divorce and probate provide a captive audience as both must go apply through the courts, ripe for being taken advantage of by the Government with increasing court fees to fund the ailing courts system.
