Who is to pay this? If you have non-family executors, why should they put their hands in their pockets to pay such huge probate fees. Wait for "Guidance on Ways to Pay" - it will suggest nothing except[as before] that solicitors may like to provide the funding.
This is a crude money-grabbing exercise. Here's the idea. Put up a plan to charge fees up to £20,000. Wait for the outcry, then put up a proposal to charge up to £6000 and pat yourself on the back. The big deal that small estates escape fees is less impressive when you consider that the present fees are very low.
