This may be harsh but Hill Dicks have not covered themselves in glory here at all!
The budget was filed late and on being advised by the Claimant's solicitor that it was late HIll Dicks, with some arrogance, reply "What late filing are you referring to? Our client's information sheet is due to be served and filed only by tomorrow. Our costs schedule is late, but so was yours." In fact the Claimant's costs budget wasn't late but filed on time!
They then, despite being on notice they were late with the budget, make no attempt to apply for relief until the very morning of the CCMC with the Defendant's own skeleton argument making no mention of the late filing of its own costs budget.
Had Hill Dicks done the right thing by apologising for filing late and making an immediate application for relief I may have had some sympathy for them.
