Two thoughts. First is once again there are double standards. Imagine if a solicitor said they were too busy to look at a case for six months. ( and it’s not a question of dealing with a case within six months, they don’t even allocate it to a case worker for six months )
Second I have never accepted the idea that an organisation can have a continuous steady backlog. New cases come in all the time and if the backlog remains the same presumably cases are disposed of at a similar rate. So put in the effort to get reasonably up to date and the “backlog” should be relatively up to date as well
