They'd be staving off the inevitable, and they know it. Put yourself in their shoes. They had a strategy, they knew it wouldn't stand up to scrutiny or challenge, and so they will now exhaust every means at their disposal to delay the time at which they are required to operate lawfully and therefore less profitably. It's a game.
