A very cynical viewpoint Anon 15.07. Whilst no doubt certain organisations did make money out of CPD many firms have their own training resources. It is the old adage "What gets measured gets done". In an ideal world we would all make sure we were up to date with the latest changes in our area of law but we don't live in an ideal world we live in a world of trying to keep all the plates spinning without any of them falling. If we have to sacrifice one of those plates it is likely to be the keeping up to date plate as it doesn't earn us anything.
