The judiciary and MOJ hate the costs regime. This will be implemented even if no one tries the pilot. Look at pilot scheme for the e-bill. One case went through the SCCO (and that was settled because I gather the parties found it such hard going) and the e-bill was rolled out across the board last year. The two versions of the e-bill are glitch ridden and the bills looked nothing like legal documents. They are a pig to prepare and a pig to oppose. 28 years in and I cannot wait until the end of my career now.
