The notion seems honest and sincere enough, but I believe it would increase the risk of poor or misguided practice.

For example, many people who are in the process of obtaining their drivers licence will be safer/better driver than those aggressive road users (often seen in 4x4s) who hold a full & unblemished licence. There is a standard expected to be licenced, but once obtained the standards can slip. The most prudent course available seems to be to ensure people meet a high standard first.

There will be exceptions, of course, as there are in almost all things, but I am not convinced the benefits outweigh the risks. It will be interesting to follow.
