I am torn on budgeting because on one hand it is a colossal pain and on some cases the costs of doing it are disproportionate to the issues. On the other hand, it makes sense because it focuses the mind and efforts and if you cause your opponent to do extra work then you can be clobbered for it.

What I really dislike is that regardless of the budget, when you get to assessment you are absolutely hammered on costs even if the budget was agreed and approved and you come within that budget.

"Well I've slashed everything down. Now I'm going to apply proportionality..." Boom there goes another 50% and when you explain it to your client they just sit there in bewildered emotional pain and confusion muttering "But I won?"
