I am neither a litigator nor an IT expert but if the "old" system was a problem, then I suspect it may be something as simple as the basic infrastructure being too old to cope with tweaking and bolt-ons over many years. Major expenditure in the public sector takes time to decide and approve, so by the time it's installed the technology has moved on. as more is put online, and the original system adapted, with different systems being integrated, there presumably comes a point where it all becomes too much and the whole system fails?

But this episode (as well as all the hacking and cybercrime now going on) does demonstrate how very vulnerable we all are by driving everything online.
