While on the one hand it seems rather OTT to lose one's career for evading train fares by analogy if he had gone into a shop and stole £650.00 worth of groceries would there be the same degree of sympathy? Doubt it and a strike off would be appropriate.

I recall a similar situation a number of years ago when a trainee was barred for similar reasons although the sums were far greater.
