I agree wholeheartedly with your sentiments and without reservation. In an ideal world the SRA would have closed everyone down who charged fake ATE premiums or overcharged etc.

Most of the referral arrangements are in fact compliant with the wording of regulations if not the spirit of them.

I'd like to see all such practices stamped out, including BTE insurer panel firm referral/marketing payments, conveyancing referral fees, magic circle firms charging a billion hours at ludicrous rates and all that. It'll never happen because they don't have vested interests trying to reduce their costs.
