It's improper for an arm of government to over charge for one government service so as to subsidise others. It's charging people more than the cost of what they are receiving. In effect, therefore, they are being charged for something they are not receiving This cannot be defended ethically.

Government services that are not self-funding should be paid for from the revenues of properly implemented taxation. So this does look very like unlawful taxation.
