I wonder which "stakeholders" argued against representation for families involved in inquests where the state has representation? I couldn't see that clearly set out in the report...

Assuming of course that those representations were made by or on behalf of state bodies, I wonder if they considered that with such a simple test, State bodies could avoid state funded representation for the family by simply choosing not to have legal representation themselves?

The reference to working with other government departments to explore options for funding is rather sinister - sounds awfully like the MOD, NHS, Home office/Police etc... will decide and possibly be responsible for providing any support for family members. That will be sure to make the families feel that they are being treated fairly and that it is an open process.
