Of course they will, but in the event of no deal these will just be two of the thousands of legal agreements the UK will be required to be negotiated and entered into after 11pm on 29th March. The agreements won't happen immediately and, depending on how high a priority they are considered to be, these agreements may take months, if not years to be completed. In the meantime the "propaganda" (i.e. a summary of the correct legal situation at 11pm on 29th March in the event of no deal) does need to be made public.
