I don't have all the figures so I don't present this as fact, but this feels like another case of the penalty being less that the "reward" (for want of a better word). Where is the deterrent if the action for which they are being punished is still profitable?

Although I'm sure there is plenty in the middle and that I just don't see them as much, it does feel to me as though SRA/SDT actions are often rather harsh or rather lenient.
