You certainly do need to tell clients what fixed costs are, top up hourly rates blah blah to comply with the Code of Conduct. So in a low value claim they get a 10 page CCL ask what it means to be told they'll almost certainly get 75%. A waste of time for everyone. But if you've not done it there's some outraged claimants waiting to be farmed by certain costs "experts".
