I support the need for better regulation of CMCs who have, after all, been charging very high fees to do simple things like claiming a PPI refund, which in many cases the individual could have done at no cost.

But the new rules raise a number of potentially serious questions.

For example, what about an individual Expert Witness who prepares reports in matters around financial services? It appears that they don't need to register as a CMC if they are appointed as an Expert by a Solicitor, but they might have to register if they accept instructions from a Litigant-in-Person. They are, after all, providing advice regarding financial services.

I've look at the financial costs (including installing phone recording), the time cost of registering etc. and the time cost of the record keeping etc. and concluded that as a sole trader, registration presents a real challenge.
