I made the comment below on a previous similar headline. It is really hard to know upon which planet the SRA live:

Maybe if these so called 'gatekeepers' (conveyancers) were paid more than a pittance for considering sometimes reams and reams of paperwork and then trying to advise lay clients on all the complexities, this situation would rarely arise.

A client of mine recently tried to buy a sub, sub, sub under lease of a flat in a a large city. The paperwork was horrific and would have probably justified a charge for at least 30 or more hrs work at my basic hourly rate of £200 per hour. Not many people are prepared to pay that much in legal costs, especially for a £150k flat purchase I imagine!! Fortunately the client was persuaded not to proceed!!

And the SRA also has the audacity to expect conveyancers to advertise their fees, even, presumably, in a situation such as this - what utter, utter ridiculous nonsense!
