Enacting law is the easy part: making it work is often more difficult.

I struggle to think of a single large IT project that has ever come in one time, on budget and worked and I cannot see that this proposal is going to be the one that breaks the mould.

The DVLA project which linked vehicle registration, MOT and MID worked but was I think 12 months late and significantly over budget : the other thing to consider was that this was linking 3 data bases/sets which contained very limited data with no challenges re naming conventions / hierarchy etc
