May I just chime in and say that it is not solely insurance companies which benefit from this legislation. Many public sector organisations operate large fleets of vehicles and pay all except larger cat. personal injury claims from their own, i.e. tax payers funds. So doing in order to avoiding lining Insurance Man's pockets. I tend to hold the perhaps controversial view that having a twinge or two for a few weeks after a very minor bump should not give rise to a huge industry in which consultant orthopaedic surgeons set up specially incorporated medical reporting factories to cash in on the rush for compo, adding to the legal costs and the special damages. Claimant lawyers are needed for those "whose lives have been shattered at the hands of others" but not really for trivial and often unfounded claims.
