Definitions of these terms are of course important - and I doubt all parties taking part would have applied the same definitions . For example in the public sector what is defined as 'bullying' is almost totally based on personal perception. if a person felt bullied - they were bullied . For a manager the lines between asking someone to actually do their job and being Flashman are often therefore a little blurred .
By the way - shouldn't we be saying 'small person' ?
