I have received from the Office for Criminal Justice Reform a copy of the recently published 'Criminal Case Management Framework'. It was accompanied by a letter telling me how I can view the document electronically and giving me a user name and password. However, the letter asks me not to give the user name or password to anyone who is not a legal practitioner.

Why should this be? Why should the public not be able to know how the criminal justice system is supposed to work?
