It is easy to criticize CPD but surely that is only because it never provided that which was required, namely to keep abreast of changes in the law and practice. The law changes every day. It did when I started in 1950 and still does to-day. One cannot "keep abreast" of the changes by going on a course which is chosen to fulfill a requirement to go on a course, irrespective of the value to the student of what that course contains.
Solicitors have always gone on courses which are cheap, available and convenient.
The public would be better served if solicitors HAD to go on regular courses of only those subjects with which they deal. Unfortunately that would still not get rid of the bent and inefficient solicitors whose sole purpose is to rip off their client..
