The London Gazette Supplement of Tuesday 4th August (accessible at https://www.thegazette.co.uk/London/issue/28861/supplement/6161 ) says war was declared by the Government at 11pm on 4th August. The following pages of that Supplement make clear that the King made various orders in Council that same day regarding the state of war that existed.
