I understand from clients who tender for public contracts, that the likes of Capita have competent tender units/departments which enable their tenders for such services to shine well above even the most professional other potential providers can submit, meaning that the likes of Capita (and the other 'usual suspects') are frequently awarded public contracts.

Trouble is, the actual service delivery by the 'usual suspects' who are invariably awarded such public contracts, as any one with an ounce of sense realises, shoddy!
