138,000 solicitors? In TSol? Or are you speaking generally? In my experience 'unnecessary duplication' only occurs in the big commercial firms who send a partner, senior assistant and junior assistant along to a court hearing. But their clients tend to regard legal fees as small change.

TSol hourly rate is £108 ph for senior lawyer, £64 for support. Plus VAT. But it's all public money going round in a circle. The only point is to make government departments ration their use of legal services by making them pay for legal advice out of their own budgets. Which may mean there is a tendency to try to save money by not asking for legal advice - and then getting it wrong. Which costs more in the long run.
