Both Alan England and the anonymous commentator at 12.12 are right.
There is public demand for a low cost legal services model and so many perfectly capable lawyers - solicitors, legal execs, paralegals - who are presently unemployed and who can't afford to practise as solicitors, would be able to fill that need.
Architects become Building/Design Consultants, probably only a tiny proportion of those employed by PWC etc are still accountants, and so on. It's happening everywhere else, and as I've said so often, the public are more willing to accept some risk if the price is right than the regulators are willing to accept.
