Why seven judges? Surely five would do?

You could argue that there is only ever a loss to the car park if it is full when you overstay the time limit because otherwise the overstayer is not preventing a fully-paying customer from parking.

If this guy wins the losers will be those of us who don't break the rules. Free car parks will have to charge and those which charge already will have to put up their fees.

Or there will be fewer car parks as they become economic to run them.

Or at busy times you won't be able to get a space as the car park will be full of people paying for an hour and staying all day.

This issue always gets highlighted as the little guy taking on the big nasty money-grabber, but I hope he loses.
