Whoever thinks this is a good idea does not understand the dynamics of a real office in which people discuss things, bounce ideas around, support each other when times are tough, know enough about their colleagues' private life to know when they will need that support, celebrate together when children get into the school their parents want or when they become grandparents - and it all makes for more productive staff.

As for working from home: fine from time to time when you have a discrete task that you would like to do without interruption. But remember Grant Shapps, Minister for something or other in the last government. He said that "a house is a house, not an investment" and he was right. It's also not a place where employers should expect to do business without paying rent, rates, water and electricity bills, and without providing furniture and office equipment.
