It's about time someone looked at the behaviour that forces litigation costs out of the reach of the man on the Clapham Omnibus. It is disgraceful that it can cost so much and take so long.

So I confidently expect the report to say that solicitors are in a constant war to keep their costs as low as possible - so that doing all the conveyancing work on a property sale is a tenth of what the estate agent charges for putting a picture up on the internet - and the problem lies with resource-cutting in the Courts and incessant fiddling with the cost regime to the extent nobody can work out what is going on.

I mean, these people are fully independent, aren't they?
