I am with the incredulous Anonymous - Bonuses for public servants! I had no idea. Hypocrisy in name - they do not serve the public but the government, regardless of how undemocratic it is in general and in many individual policies which these 'humble', indeed crawling, servants unflinchingly implement, and without the excuse of 'fear' which Nazi and Soviet bureaucrats could use - and hypocrisy in fact: they agree to duties for a stated salary but need a bonus to do their best.
In those ancient days when I started work, one was expected to work to the best of one's ability. Some workers' best was inevitably better than that of others and might enable them to advance. This is the culture of dishonesty that seems to have permeated much of society. The Soviets saw it in the form of 'tips', and banned them. We wince at them but have made some of the worst paid of workers dependent on them, while the best paid, some of whom (rightly, in my opinion) resent the idea of tipping, glory in the bonuses that demonstrate their outstanding worthiness.
What if it was suggested that the 'best' nurses (or teachers or ...) needed bonuses to spur them on? How would patients greet that? What genius would define the criteria for their award and their differentials?
