In my experience (25 year PQE) it is not necessary the solicitor's costs which bump up the fees but the expert fees, barrister's fees and (now) Court fees. In addition to that, costs budgets have brought in a further layer of cost increasing costs, not reducing them.

Perhaps the right people to review and consider proposals for costs reform are those at the sharp end - solicitors and chartered legal executives - rather than barristers and Judges (most of whom were formerly barristers)
