Jackson's further attempt to interfere with civil costs is ill thought out. The Costs Budget is a disaster and his suggestion to introduce fixed costs are outrageous. I can see wealth Defendants playing the game and putting the Claimant at unnecessary costs.

His ideas should be binned and costs should be assessed in the ordinary way if they cannot be agreed. This leaves costs in the hands of the judge or a costs judge and any misbehaving party can be penalised.
