A very long time ago when I was a junior (very junior) litigation clerk the managing clerk training me told me "Never let counsel get involved in costs or drawing court orders".
Since then some counsel, but not many, have become qualified in dealing with costs but the advice I was given still makes sense.
If the job of re-writing the Rules had been given to a solicitor and not a civil servant much of the mess we now have would never have been created.
