1 the revised SDLT return will require the conveyancer to be a tax expert, and make the conveyancer responsible if it goes wrong. This could be solved by making the buyer fill in his own return (although it looks like they will put a stop to that) if the PI insurers will permit it, BUT
2 what mortgage lender will allow that? They require the conveyancer to confirm good title and registration, which can't be guaranteed to be done quickly and without query unless the full 3% extra is paid in each case. SO
3 well funded commercial buyers will get priority over private clients and the legislation will achieve the opposite result to that intended.
