It is "nice" that they are doing an impact assessment but sadly I have little doubt this is a done deal. This is a government who has only the most stunted and warped sense of justice. It has already shown itself hell bent on restricting access to justice in so many ways. They will always stand up for insurers and other big corporates who fund their party against the little man. The only hope is that we have a slightly maverick Lord Chancellor who does seem to have some vague notions of justice (rather more than his predecessor, though that's not saying much).
