Anon @11.43pm: Thomas wasn't madly keen on courts using other buildings, and emphasised security concerns quite heavily, although (perhaps mindful of the fixed mindset of his audience) he did suggest that retired policemen could provide security. He was emphatic however that a single corporate provider wasn't the answer.
