What the SRA and Mr Passmore (a non-lawyer) fail to understand is that rules are what lawyers are all about. Regulation ought to be so organised that practitioners are able to make decisions without being left in doubt as to whether they are doping the right thing.

Sometimes a difference of opinion between two practitioners will arise. Nine times out of ten a reference to the old rules would likely resolve that difference. Nowadays each opinion will always be as good as the other because there is no rule capable of interpretation.

As I have said right from the outset of outcomes etc regulation, they do this because they lack the skill necessary to write real rules.
